This is insufficient information to say. I would simply do what is necessary to get out of the way of both of them...

Er, no. Inappropriate speed is dangerous no matter whether the speed is inappropriately fast or inappropriately slow for the conditions at the time. Often, the speed limit is inappropriately fast. For example, in a 30 mph zone, 30 mph straight into the back of a queue of traffic moving at two mph is inappropriate (and dangerous). However, in appropriate conditions, speeds in excess of the speed limit can be perfectly safe (otherwise there would be a good many emergency vehicles written off the moment they strayed above the limit!) I'm sure that many consider 100 mph along an empty motorway perfectly safe and appropriate, a point of view borne out by thousands travelling at just such speeds daily without incident.

Speeds can also be inappropriately slow. For example, 20 mph in the centre lane of an otherwise free-flowing motorway is inappropriate (and dangerous).

It should be the responsiblity of each motorist to choose an appropriate speed for the conditions at the time. That speed should allow the motorist to stop in safety within the distance he can see to be clear and reasonably expect to remain clear.

Whether a speed is appropriate for safety purposes has nothing to do with speed limits, which are arbitrary values set with no regard for the conditions at time of use. However, I suspect because speed is an easy metric to obtain, authorities have fixated on speed while disregarding other factors (like tailgating and aggressive driving) that have a much greater relevance to real road safety. That's why speed cameras kill.
