So what happens if one vehicle a. is travelling inapropriately slowly for the conditions and another vehicle b. inapropriately fast. In this case is it better for vehicle c. to travel inapropriately fast or inapropriately slow or at some compromise speed? Given that conditions include the inapropriate speeds of vehicles a and b.

Where does this urge to rename speed limit to "speed limits are arbitrary values" come from?

If youre tailgating then by definition youre going too fast because you've caught the slower moving vehicle which you should have been aware of and modified your speed accordingly. Of course speed is an easy metric to gain, how are you going to rate aggressive driving, outbursts per hour?

I'm sure that many consider speed cameras perfectly safe and appropriate, a point of view borne out by thousands travelling past such speed cameras daily without incident.
