Well then perhaps the police need to create an environment that is away from public roads, but that matches the feeling of driving on one as closely as possible.

It isn't quite so much the motorway speeding that I object to (although I do feel that 159mph is pushing it just a little bit too far) - there is no excuse whatsoever for driving through a residential 30mph zone at over twice the posted limit when not actively pursuing someone. Even then, I would expect most sane police officers would keep it sensible, call for backup and see if they could get a colleague to cut off the suspect's escape route.
