Here, in the Atlanta area, there's another good reason to stay out of the rightmost lane. If you stay there for more 2-5 miles, the right lane will turn into an exit-only lane.
So, if you don't want to keep merging left to keep from being forced to exit, you drive 1-2 lanes to the left.
Los Angeles freeways are like that too. I keep to the right as much as practical, which in some areas means avoiding the one or two rightmost lanes. When there's much traffic exiting and merging, plus lanes splitting off on the right, I think that's safer than "keeping right except to pbutt". If I took that rule literally, there are places I'd be changing lanes several times per minute in heavy traffic. There comes a point when jinking from lane to lane in an effort to stay out of the way causes more hazard and disruption than it prevents.
The other traffic volume extreme was when I was living in North Dakota. You could drive for minutes at a time on the Interstate without seeing anyone else going your direction. I liked to cruise in the left lane because the pavement was in better shape. There was less debris there too -- definitely made driving safer at night.
