Hhhmmm. buttesing someone and testing someone is the same thing. buttessment is just a posh word for test and has a broarder meaning to it.
For example, a GCSE is a test. It can also be called an buttessment, as it is buttessing the knowledge of an individual for a given subject.
In many jobs, pay rises are determined by pre-set criteria that must be acheived by an individual. An buttessment is made as the wether or not that individual has reached the targets set. This buttessment will be peridoically. There is no test involved, although arguably you could consider the job to be a permanent test inm this case.
I think that we should not limit the re-testing to just over 70's. Many people would beneift from frequent retesting, and it is possible in the future that driving licences will have a period of validity that would mean that a driver must re-sit their driving examination to re-new said licence.
Although I personally would begrudge re-sitting my drving exam, I do agree with some of the reasons why there should be a frequent re-test. I agree with more of the reasons not to have a frequent re-test tho ;)

"Don't worry, this isn't a test, so you haven't failed anything. You're banned - hand over your licence, please"
Yeah, I can see that would be rebutturing.
