Why would you want to keep your insurance documents in your car? Why not put all the documents in your car and leave it unlocked.

If you have an accident, you leave your Car Registration Number, Your Name, Your Address, Your contact number. If you was so inclined, you could keep your details on a piece of paper in your wallet, but not the documents in the car.

As for the question about the animals.

If you knock over a dog, you are legally responsible for it and are leagally obliged to take the dog to a vet, dead or alive, and report it to the authoroties (although the vets may do that for you). Although this law doesn't apply to cats, there is a law that states it is illegal to knowingly allow any creature to suffer. So if you knock any animal down, you should seek medical attention for it, although you will then be financially responsible for that animal. Thats the right thing to do.

The wrong thing to do is make sure it's dead and no-one is looking then make a run for it.
