Never noticed the flicker myself. The LED lights were introduced by BMW. Each LED light will last for up to 10,000 hours (yes, ten thousand hours) before they need changing. Also if a single LED fails, you still have the remainder of the LEDs lit, therefore not having a completly failed light. I would buttume that the technology of LED lights will also progress allowing them to last longer too. It will be much cheaper to replace an LED too as they are only a few pence each.
As for the flicker being made to strobe, it doesn't sound right to me. But I have no proof either way so I will take your word for it. :)

Slightly off topic, but the trend for brighter and brighter lights is putting drivers of older cars in danger. Take brake lights and side lights for example. These are both significantly brighter than they used to be and it's now reached the point where if an older car brakes when it's starting to get dark, it could be mistaken for the sidelights being switched on on a newer car. (No, I don't follow so close that this becomes a problem, but it can reduce my margin of error and there are plenty of people who do follow so close that this becomes a problem)
And what is it with LED tail lights, these things flicker in such a way that is painful to my eyes (most people I speak to, don't notice it, but I've met a few that do) apparently they have a little board that strobes each LED one at a time to give the impression of them being on, a bit like a TV screen. I hate following Mercs and the like because of this.
