Why? Who's going to pay for these regular retests? Who will administer them? Is the government to employ thousands of extra examiners to regularly retest the millions of drivers on the road?

I've no problem with people who regularly cause accidents being retested, but why safe drivers? Surely by their good driving over a period of years, not just an hour or so with examiner watching their every move, they have already demonstrated they are good drivers?

Arrogant, aggressive drivers are arguably the most dangerous, (boy racers, tailgaters etc) but they must have found the strength to drive like angels when an examiner was sitting in the car with them, and likely would again and again each time they are retested. I just don't believe it's justified, workable, potentially effective or fair.

Most of the potentially bane bad habits I see day in and day out simply wouldn't happen with an examiner in the car. Facing the pbuttenger while driving, eating a sarnie, drinking coffee, tailgating, on the mobile phone, reading a map, rash overtaking, speeding, illegal overtaking etc etc, all these magically disappear when an examiner's in the car.

sounding much like they were saying : Really? So all that Armco (four times the distance of road, don't forget) is free? The people installing it are doing it for free? All that...
