Yes, my friend's Pbuttat 1.8 Turbo is in that league. We share cars when driving to work, and having seen what the 407 does, he is thinking diesel for his next car.

Yes, I agree. The Panda on the "city" setting is too light for normal driving. It is intended to make parking easier.
