ACPO Guidelines, are just that, Guidelines. Any ignorance of them by any force wouldnt have any effect in a court. Some of the guidelines, if breached, could have an effect in a court, but not the one you state.
Also, did you follow the police to their destination?
A police officer can ignore the speed limits if it is for genuine police business. They could of been going to a call that although didnt deserve a 999 response could of deserved them to get there foot down a little to get there? Want an example?
I reported a van to plod a while ago..... driver and pbuttanger were quite clearly drinking bottles of bud while in motion. Neither were wearing seatbelts and the van was been driven in an erratic manner. Police wouldnt treat that as an instant response but as a fellow driver Im sure you would want the police to get to them as soon as possible so to catch them in the act? Maybe if they stayed at 30mph and didnt overtake then the drink drivers above would of got away??
So, unless you know for DEFINATE the reason for their speed then dont bother complaining.
