No that is far to simple for this government, they must complicate things by introducing technology to solve a problem that they have largely caused. Successive governments have realised that people like to own cars and that car use is easy to tax. They have actively encouraged car ownership and turned suburban streets into cheap or free car parks. They have further encouraged people to own cars by giving residents of those streets privilege over non residents by introducing residents only parking. As if the public road is now owned by the people that happen to own property next to the road and not all tax payers.

Here is another example of inconsistency in this governments approach to road congestion. If two people own identical cars they pay the same VED. If the same two people own identical houses, except one has a garage to park their car off the street, that one will probably pay more Council Tax. Yet if they use their garage to park their car off street they are contributing far less overall road congestion than the other person who parks their car on street all of the time. Therefore, to be fair any congestion charge should be payable all the time the vehicle is on the road, not just when it is being driven.
