The kyoto treaty is written as if CO2 from the USA and europe is bad but CO2 from China, India, etc was perfectly fine. It's design was set up as additional encouragement to relocate manufacturing from the first world to the 3rd world. To go from where the enviroment was reasonably protected for the most part to where no protections existed at all. So while the CO2 would now come from china and be ok, all the scrubbers and such required for operation in the USA regarding the release of chemicals that actually hurt people could be deleted. Free to contagion the air and water with a government that would kill or imprison anyone that whined that their lungs hurt.
Their has been considerable flapping regarding some changes bush the younger made in coal fired electric plant regulation. The news media just parrots the story that bush is allowing electric companies to contagion the air. However, the real story is a bit different. Under the clinton era rules, there was no piecemeal upgrades allowed. All equipment had to be modernized or none of it. So if something broke, they had to replace it all. Of course in the real world this meant they replaced nothing and kept the stuff patched together for as long as possible probably spewing more because of poor condition. The law was changed that pieces of equipment may be upgraded one at a time. The real world effect is that the plants become a little bit cleaner each time something breaks and is replaced.
