You could add to it the fact (mentioned on page 3 of the report) that "For each of the contributory factors given in an accident the police officer will indicate whether the factor is 'very likely' or 'possible'. In this article no disticntion is made between the two categories.." - so in actuality even though a policeman may have defined "exceeding the speed limit" as a "possible" it's taken as definite... Thus the 5% of accidents contributed to by "speeding" includes the "possibles" and therefore is an absolute maximum, and may in fact be far less.

FWIW, Paul Garvin (Chief Constable of Durham) in an interview in "The Telegraph" a few years ago stated that after analysis of their own accident stats, only 3% were as a result of the driver exceeding the speed limit - then went on to qualify it by explaining that a large proportion of that 3% was made up of drivers who were drunk, on drugs, driving stolen cars, escaping fro the police, disqualified, unlicenced etc etc.

In reality, it would appear that the number of sober, licenced, insured drivers, driving legal cars who are involved in accidents whilst exceeding the speed limit is vanishingly small.
