Some people are totally incapable of doing whatever it is that driving requires. I tried to teach my friend to drive a few months after I got my license. She would turn, and then keep going without turning the wheel back. This happened over and over again. I was really patient because I knew she was freaking out, but as long as I know her (for the next 5 years) she never learned to drive. She was an honor student and knew the laws backwards and forwards, but would have -- properly -- flunked any actual driving test.
The motorcycle test is even more basic -- drive to the end of the parking lot shifting up through as many gears as you can manage, turn around, repeat.
