Roundabout right of way question

To enter the roundabout you must cross a 'give way' line, which has the following meaning in the TSRGD2002 Section 25,

'no vehicle shall proceed past such one of those lines as is nearer the major road into that road in a manner or at a time likely to endanger the driver of or any pbuttenger in a vehicle on the major road or to cause the driver of such a vehicle to change its speed or course in order to avoid an accident.'

That would seem to put the onus on the driver entering at 12 in your example to keep out of you. However, as you are driving around the roundabout at perhaps 30 mph, unless the road is fairly clear, the other driver is likely to be starting from a standstill. Which should give you an opportunity to adjust your speed so as to make it obvious that you are either going ahead or behind him. Thus you shouldn't end up alongside him.
