Exactly. You can't see them until they can see you. If you're both looking, then they will flick their indicator on as soon as they see you, so it'll look to you as if their indicator was just in the "off" part of "on-off-on- off".

So the ones you're seeing as "Oh, look, he's just indicated" are the ones who aren't looking, and probably wouldn't have indicated until then anyway, whether you were visible earlier or not.

Besides, whether they're indicating or not should make no difference to your movement - because you should never trust their indicator anyway. Go with what you can see them doing, not with what they claim to be about to do. I nearly got caught out by that the other day, as a car approached a mini r'a'b from my left, and started to turn right without indicating. I buttumed that he was turning into the road I was coming out of - which is the main and "obvious" route, and started to pull away. Nope, he was doing a U-turn, without indicating.
