They've been "lying" like this for years. Did you really thing that walls actually had ears? No, of course not. It's a fiction to make a point. Just like the advert you're complaining about.
Here's another example I read about yesterday : what prompted the formation of Shelter? It was a film called "Cathy Come Home". It was fiction. Would you be sitting there whining that it's not real, so it should be ignored?

One of the most common complaints on this group is that speed cameras are a waste of time, and they should be putting more time into eg public information films. So what happens when they do one, just as was asked for? A barrage of petty complaints that it's not accurate. FFS it's an advert, not a documentary.
IMO the basic message is carried across pretty well - ie "look out for bikes". I think the worries expressed by the OP, that people will say 'oh no, it's not a documentary, I shan't look out for them' are unjustified.
