Forgot to say, when they closed the PO they took away the postbox (It was built into in the wall of the erstwhile PO). They say they can't replace it with a postbox on...

It's a pooe system, works in everyone's favour but the motorist. If you get a speeding ticket and it didn't get to you, it's deemed as served as long as they can provide written proof that the postie collected it from their offices that day (ok, we're talking about police departments here - still motoring related). But if you send something off to them, if it gets lost in the post then it's your tough poo and you get a fine in the post. In the future it's worth taking a copy to wave at them if they've genuinely mislaid yours. It should be fine though, your letter should suffice.

If, OTOH, you're being a bit economical with the truth, and forgot to send said form off, grab another one from the post office, fill it in, sign and date it with the appropriate date, make 2 copies of it, keep one, and send the other one off to them, saying that it must have got lost in the post. But if you've genuinely sent the other one off I wouldn't try this, as it won't look absolutely identical, and they might accuse you of pulling a fast one.

I agree wholeheartedly with your comments, and I wouldn't worry about getting a lawyer unless they write to you calling you and out and out liar. Then get a lawyer involved. They have to prove that you didn't send it, which they can't. Nobody can. The Post Office loses millions of letters every day, which can be quite handy....
