But it IS a back-door swindle!
It is a scheme to allow the levying of fines on people who have committed no offence - and who certainly cannot be proved to have committed an offence.
Unike the much-criticised requirement for a registered owner to disclose the name of a driver who has been (say) caught by a camera, this law doesn't require the slightest evidence that any offence has even been committed (except for the artificial offence created by the regulations that set up the SORN scheme).
OK, the DoT would come back with an argument in support of the scheme (easy enforcement, catching scrotes, etc), but that still doesn't change the nature of the scheme, which is that something which was always lawful is now an offence, not for any supposed effects of the action of keeping a scrap car in the driveway (blimey, if there just were a law against that, I dare say lots of neighbours would breathe a sigh of relief), but just because of the mere suspicion that some would dare to drive, park or even just maneouvre the vehicle onto the road for a few minutes while mohing another car, or emptying the bin or something.
All this law does is reinforce the behaviour of scrotes (who wouldn't now dream of registering in their own name) and penalise people like the OP.
