No cost?

So a stamp doesn't cost money?

People shouldn't value their time they have to spend in filling in a form and sending it off by post, and risking that it might not get there due to the pooe postal service?

People shouldn't value their time taken to go down to a post office (might mean standing in a long queue if their lunch hour is the only time they'll get to an open post office) to actually get a proper receipt for handing it in?

And that's before you consider the proposed admin fees DVLA are considering charging - after all, they've realised that this costs money to set up and the money has to come from somewhere.

So how is this "at no cost to most motorists" ?

And for what? You've just admitted that the system is pointless, by saying that (and I quote):

"The aim isn't really to know about the vehicles that are off road, it is to reduce the number of vehicles that *are* on the road, but without tax"

You then go on to say that "It will certainly not eliminate those by any means",

and then state that another method (ANPR cameras) will:

"have more effect".

But you reckon it will have "some effect", but admittedly not as much as another system - another system which doesn't cost lots of money to set up a new database, another system that doesn't automatically send out £80 fines to the forgetful.

I mean, you'd probably be happy if various government departments imposed a system where we had to "continuously register" every bloody thing we owned, to prevent potential theft - one line on a form including make, model, serial number, type of device for everything, and fined us for not returning our "mandatory contribution to the national belongings register". I think we've got to draw a line as to the point of things like this, otherwise we'll spend every spare minute of our lives filling out forms.

Then you're very naive, or stupid. Thing is, you mention these people that deliberately try and "get away with" not paying their road tax for anything between 1 and 6 months, and...
