OK, I wasn't counting your time, and you are quite right, that is a cost.
Admittedly, when I have done it so far, I have always done it alongside other business I had at the post office, so it was an insignificant extra.
This, I think is wrong.
They should not be making this admin charge.

It will be pointless if the effect it has on the number of untaxed vehicles is outweighed by the cost of adminstration.
But if it has sufficient effect to outweigh that, then it isn't pointless.
