If they're ignorant enough to not be aware that it's illegal to drive an untaxed car on the road, and to completely ignore the road tax...

Thing is, you mention these people that deliberately try and "get away with" not paying their road tax for anything between 1 and 6 months, and you also mention those that genuinely forget and may miss a month. Those that forget will learn the hard way by being caught out by ANPR - there's no reason they should forget though, as they get send a reminder 2 weeks before the tax disc's expiry, but mistakes happen. But you're clbutting these two groups of people in the same bracket - one deliberately dodging tax, and another lot that are just a bit scatty and forgetful. There's no reason why the people deliberately avoiding paying road tax shouldn't be considered "habitual criminals" along with the rest of them, and these people that deliberately avoid paying it are more often than not the type that don't have MOT or insurance, and fairly likely to genuinely be habitual criminals.

Precisely - why pour thousands into a scheme that is not as effective as other alternatives? Because it's a good investment and generates decent monetary returns, that's why. You still can't seem to see through this, even though you've just admitted that it doesn't do the intended job as effectively as other methods aimed at targetting the same problem.
