If they're ignorant enough to not be aware that it's illegal to drive an untaxed car on the road, and to completely ignore the road tax reminder that comes through the door, then what makes you think they're not also ignorant enough to be unaware of SORN fines as well?

I bet you could. It'd most probably just get stuck back on their system as "currently taxed", with the "no" box ticked on the form next to the "has this been used on the public road in the gaps between licensing?" question, just like people have done for millennia.

You're not being at all clear in what you're trying to say - so even if cameras result in more untaxed cars being caught driven on the road, but raise less in an overall combination of fines and tax that otherwise wouldn't have been collected, they've been less successful because they haven't made as much of a financial return?? And you say that this *isn't* about making money?
