Mandate transponders and have boxes out and about detecting things with no transponder. Anything legit is talking to the boxes with its unique code. Anything not giving a valid code is bogus.

I'll take your 10 million chavs and watch them fail to beat 256 bit encryption any day. ;)

But yeah, asking them to sign a bit of paper for a car they're not actually registered as keeper for is hardly likely to slow the criminals down. Having a box detect them every time they enter a main road and recording time, date and for some boxes even a picture, makes it rather easier to find them a second time with a manned patrol.

Sure, if they go to an MoT station, the automatic boxes detect a vehicle which shouldn't be on the road once, going to a MoT station and (maybe) returning. That's ok. No point in checking that as it seems reasonable.

Course, the downside is the government we currently have would use the system to track legit users so they can be fined for speeding instead. This is because legit users will pay fines, while tax dodgers often have no money and are on benefits, so you get a poor ROI chasing them.
