Well let's compare this with the gas company.

They send you one notice and you can (eventually, pay to) say "I don't need gas" or can pay up front to use gas, and if you don't do either, you can pay a fine instead.

If you don't use gas, why should you be going through these hoops?

And in any case, if you don't receive their bill or they don't receive your reply payment, it's not necessary to instantly make them a criminal. You can, well, off the top of my head, send another reminder, maybe a red colour one. And possibly then a letter. Works for everything else.

But not for SORN, apparently. This has to have a single point of failure, any error on anyone's part means the user is a criminal. That's why it is all aimed at catching people out and targets the honest but unlucky careless forgetful. These people can be fined because they will pay up. The actual tax dodgers - who are doing nothing particularly serious in that alone (although they are often also doing worse things that this crime could be used to detect and stop) - these people are not really inconvenienced because they just fill in the forms appropriately to dodge paying anything. I'd say they mostly just declare the car scrapped, but there are lots of options (sold it to a bloke who gave false details, etc.)
