I suspect that is just because you don't recognise thought. You appear to believe that it is impossible to come to a different opinion to yours if you think.

I'm only ignoring that "fact" because it almost certainly isn't one. It is your OPINION. Not a fact at all.
It is my OPINION that the majority of those who have failed to tax their cars in the past *will* be deterred by this, because for most people there is a difference between pbuttively breaking a law by doing nothing, and actively breaking a law by taking a specific action that you know to be wrong.
There are certainly a hard core of criminals it will not affect, but I believe they are a minority of all those who have failed to tax their cars in the past.
