You really haven't been reading much of this thread, have you? Imposing a system whereby people must file a SORN declaration does not catch people using an untaxed vehicle on the road - it merely catches people who haven't ticked a box on a form. The fact that driving a SORNd car on the road is not register the car in their name, and even if they don't, they'll take a chance. That's the mentality of these people - a lot of drivers that drive around without tax also have no MOT or insurance, and consider themselves above the law, and quite often, the prosecution people like this get is a joke anyway. So the fact that they'll incur a higher fine-points etc., for driving a SORNd car (i.e. a car that they've specifically promised not to use on the road) on the road isn't going to mean a jot to them? Can you grasp that concept?

The only way to catch untaxed vehicles being used on the road is to catch untaxed vehicles being used on the road. The technology is already in place for that - ANPR cameras. They work well. What is the point in directing limited funds into setting up a new system that chases people for not declaring their car as off the road, when it doesn't get to the root of the problem. More ANPR cameras would go some way to doing that.

And the people that do are the type that will not be deterred any more from breaking the law as a result of slightly increased fines-penalties.
