Scottish 'no license&insurance' help

Hey folks,

I think I know somebody who is driving alone on a provisional license, without insurance, or tax... I just wanted to 1) work out the best way to go about reporting it, and 2) info on what the poor Glaswegian boy can expect for my trouble :-)

I see this week he's shoved the MOT sticker on the wind-screen, so I guess it's just pbutted it's MOT from the looks of it, as some work has been visibly done on the car.

Here in Glasgow I've heard daft stories in the paper (and what-not) stating that people such as him, as a first offence will only get something like a £100 fine in total!! £40 or so for the tax, £20 for the no license, and £40 for the no insurance (as an example)...

I would be very peeed off if that's all the poor sod got lumped with; are penalties these days *really* that low?!?

I was once watching a young girl in court get fined huge amounts of money for what was essentially the same thing - anybody wish to clarify? Will be reporting it either way, but it's not to be informed :-)

Having driven through these roadworks for the last couple of days, I've noticed they're using the SPECS average speed check...
