He hasn't stated anything of the kind in any post I posted to r.a.d. It's an exam, anyone with the test taking skills to get an engineering degree should be able to pbutt it.
I worked with a guy who couldn't design his way out of a wet paper bag and he had his little PE certificate on the wall in his cube. I had to take over and redo everything he did. It's a test, it just takes the skills of school, not the skills of any real world experience.

You can't speed up the slow ones, only ask they keep right. 80 in a 55 with moderate traffic and you'll just be keeping up. Perfectly acceptable normal behavior around here on many of the expressways much of the time.
