Actually, I only apologized for thinking you were taking a bias against my research for the state of West Virginia. I did not directly apoligize for my stance against your viewpoints.

No. The 60% pbutting rate is probably for this region; pbutting rates elsewhere are much higher, at least in KY and OH.
All a "PE" designation is, is just a piece of paper that says you are a professional engineer -- nothing more, nothing less. That does not give a clear indication if they have a full grasp of real world situations and so forth. For all the test givers care, they could be idiots that are very good test takers.

Have you met personally, and talked to personally, and oversaw the work of ALL of the PE's in the United States? Just because you have "visited" the offices of some DOT's does not make you qualified to state that "all PE's are god" statement.
