Well I've just checked my copy of the highway code, and I cant find that rule anywhere. What page is it on? "116: On a two-lane dual carriageway you should stay in the left-hand lane. Use the right-hand lane for overtaking or turning right. If you use it for overtaking move back to the left-hand lane when it is safe to do so." No overtake, no right turn, no place in l2.

Yes but we also have to bear in mind that quite a lot of the HC was written for the simplistic traffic scenarios applicable at the time it was written, and is best treated as a guide rather than gospel. Only the hard of thinking would seriously believe that after all the billions of pounds we have spent over the years on multi-laned motorways and dual carriageways, creating expensive road space, we should not actually make full use of it.

IOW the HC's 'outside lane is for overtaking only.....' is outdated, absolute bollox.
