This 'regularly and consistently' hobby horse of yours.. is that 'consistently regardless of conditions' or 'consistently when appropriate'.
I don't think there is anyone here who would claim that some drivers go at inappropriate speeds for the conditions, and that in these cases they are endangering themselves and others.
I also believe that there would be very few people here who thought a number onna stick was the right way to define 'appropriate speed for the conditions'.
Ah, I see. Anybody who disagrees with you is, by definition, wrong. Bit pointless discussing anything with you in that case. As it happens, I know people who are perpetually terrified at Motorway speeds. Are they really as safe as those who are very familiar with 80-90mph and relaxed enough to be aware of their surroundings and rewading the nuances of the road and of other drivers behaviour? Even if the petrified driver is doing 65 and the relaxed driver is doing 80?
From my (95% sticking to the limit) point of view, you are making RoADAR (yes, R, do keep up!) look like exactly the prissy jobsworth do-gooders that they are not, and are trying very hard *not* to appear to be. And you are hurting the push to get more people to take advantage of the enhanced training that is available.

And remember anything above 0mph could be said to be 'contributory' if you want to get into fine pedantry..
