I took it to mean that he exceeds it when it is safe to do so.
Which is a completely different issue to merely exceeding an arbitrary velocity.
It's fairly simple - and your confusion of two completely separate issues shows everything.
In many places, it's perfectly possible to *safely* exceed the NSL by a large margin. In many it isn't.
Many people drive far too quickly for the road-visibility-their capabilities. This is not related to the speed limit, even in pbutting. Their velocity may be above what is legally allowed, it may be well below it.
In urban conditions, speed limits are often reduced from NSL for very good reasons. They shouldn't *need* to be, because all the information that a good driver needs to set a safe velocity are available to them.
Don't say "there may be hazards you can't see" - because if you can't see whether there's a hazard or not, then that tells you all you need to know. Or should.
Speed limits are there for those who just plain don't know that they don't know how to drive properly. If you don't understand that, then you're one of them. Simple as that.
