A) Would it? - I reckon it would be insignificant
B) Start here.
1) Low energy light blobs - where 25W are as bright as 100W incandescants
2) Make shut shops turn off their lights when shut
3) Cut back on overbright polluting street lights - make sure they shine down only and don't waste light ruining the night sky.
4) Better insulation in the house, am I the only person who pays under £20 per month average each on both gas & electric for a three bed semi.
5) Buy LCD rather than Plasma, 50Hz CRT rather than 100Hz CRT - significant power savings and with the CRT better picture as well.
6) Use sensitive speakers - need less power to drive - those pooty little noddy speakers eg Bose require more power to drive than real speakers for the same volume.
7) Complete the analogue to digital TV conversion as analogue TV transmitters use a lot more power.*
* My 32" WS IDTV consumes the same power as my same make 9 year older 25" TV, and my Twin has enabled me to retire 2 VCRs.
8) Put big surcharges on kitchen appliances which are power hungry (eg band C fridges)
Now these changes some big, some trifling would have some quite big effects, more than basic transport speed changes.
