Abolish or mbuttively increase speed limits, and impose harsh fines for driving without due care and attention. View an accident of any sort as prima facie evidence of bad driving, and investigate in this light.
Increase the stringency of the driving test, and include specific sensory and reaction time testing, and include these on the driving licence. Make it an offence punishable by automatic removal of drivers licence to be driving without glbuttes if such are specified, etc.
Finally, police driving without a licence very stringently, with mandatory gaol sentences for repeat offenders (where repeat == more than once).
Do all this, and you make driving a valued skill and one for which responsibility is needed, AND you remove the clueless and the f***witted from the roads, along with those who are physically or mentally incapable of driving safely. The general public will scream blue liquidate at this sort of legal intervention, but it'll work one hell of a lot better than sticking up speed cvams everywhere.
