It's also residents and their visitors who encounter the discomfort-minor injuries from driving over them all the time, and who have to put up with extra noise, and whose emergency services are delayed due to poorly designed speed bumps. These are all reasons why I voted against having them on my local road even though we occasionally get chavmobiles screaming around at night. I'm guessing a majority of my neighbours agreed, since nothing has happened in quite a while since then.

They aren't a great deterrent anyway. Drivers who are going to plant it down the road like nutters are still going to do that (at the expense of their suspension if necessary) even with "speed cushions". I'm pretty sure The Beast (an Impreza WRX) would laugh at even the more unpleasant speed bumps in these parts at well over the 20-30mph speed limits if I asked it to, and since we all know you can turn any car into a sports car by sticking a 6" exhaust on the back and a couple of purple LEDs on the front, that must mean the chavmobiles can do it too. ;-)

No, sadly, it's always the locals who are regular users who will notice the effects the most -- particularly the elderly or fragile, those with older cars that don't have such good suspension, etc.
