Indeed, a driver should drive at less than the posted limit if conditions demand it. But we are not talking about conditions here, we are talking about the maximum design speed of the road irrespective of "conditions". A speed hump is not a variable "condition" that a driver has to adapt to, it is part of the infrastructure.
If it is NEVER safe to drive at the posted limit on a given road, the limit is too high.
I think advisory speed for bends etc are a good idea. There are one or two bend related speed limits in the uk. In France they are everywhere.

True, but usually this is taken account of by the different speed limits for cars, lorries, towing etc. But the principle remains that it should be possible in free flowing conditions for a vehicle to use a road at the road's design speed for that type of vehicle. And the speed limit should reflect this.
