No, I don't think so. They're on a mounting but they're aimed by hand like a gun. There's a sight built into the unit as well as a TV system.
I think that's a lot of the problem, the "STATS19" form used by the police for accident reporting has a box to tick marked "excessive speed", but there's no distinction between going too quickly for the conditions within the speed limit, or in excess of it.
There was a revised form developed by consultants that had *two* boxes, one for each condition, but I'm not sure whether it was taken up is due to be taken up, or, has been binned as the DfT don't really want to have their noses rubbed in the fact that their grand scheme, even if 100% efficient, could only have an impact on 3% of accidents..!
