You drive down the road, perhaps trying to drive at sensible and safe speeds, but part of your attention is expended looking for cameras when it could be better expended looking for potential hazards.
Add a speed camera warning sign and your concentration is then even more on looking for cameras and regular glances at your speedo. To drive at a safe speed I don't actually need to refer to my speedo, I can vary my speed up and down depending upon the hazards themselves. In other words I can and do often drop my speed to 15mph even when the legal limit is 30mph. Glance down from the road to your speedo and back, then your eyes require a finite amount of time to focus and then refocus back on the road.
Another point is that if they were really serious about the purpose of cameras not being to generate funds, then they would be much better marked and only be placed where the speed limit is clearly marked by a sign directly alongside them.
I am still seeing new cameras appear in small boxes, painted grey to make them invisible and located where drivers will be left guessing at what the speed limit is.
