Well, maybe it's different for you folks with your fancy-pants "anti-lock" and "four-wheel disc" brakes, ;) but my perception of personal safety take a large hit when I allow my following distance to drop below two seconds. For the most part, I don't allow it.
At least in the Seattle area, most people tend to respect following distances, even "large" ones. Those who don't (and Idoget quite a few of those) tend to be just "pbutting through" and rarely stay in what I consider to be an unsafe gap for long. I'd guesstimate that I'm able to maintain at *least* a two second gap about 90% of the time.
It's neverimpossible-, except for those who are unwilling to try. Heck, I was able to maintain a 1.75-2 second gap even in packed-solid mid-afternoon weekday traffic going through downtown LA at about 85 MPH. Maybe the WA plates helped (take pity on the out-of-stater?), but if it can be done there, it can be done anywhere.
