I see incompetence all the time and it knows no speed.
Because they are. They are based on logic where by we should never drive faster than a walking pace. I go faster on my bicycle than one can react to some of the outstandingly stupid things people do in driving their cars.

Yet Germany's autobahn is safer than the US interstate. Why? Because they act to prevent the stupidity that puts vehicles on collision courses instead of trying to limit the damage from the collisions while allowing rampant stupidity.
I was driving 18mph the last time someone did something I could not compensate for. By your logic 18mph is too fast. Someone can always do something stupid closer to you to compensate for a lack of speed. The only way to avoid collisions is to act to eliminate the stupid driving. Driving slower to limit the damage does nothing but build better idiots.
How could that be if we are to believe the rest of your post? Every speed limit is too high given your arguements.
State A and State B both have interstates that meet the same design criteria. In state A the speed limit is 75mph. In state B the speed limit is 55mph.
So you favor what? The enlightened pulled-out-of-one's-butt method of setting a speed limit?
The 85th percentile METHOD is the best method we know of to set a speed limit because it uses actual data. That's why speed limits by that method are meaningfull. If we had 85th percentile speed limits everywhere and suddenly there was what seemed to be an oddly low speed limit we'd know it was there for a damn good reason like a blind curve or a hidden intersection. But in the current state of affairs, 99% of the time, there is nothing special, no reason for it. It's like the boy who cried wolf.
