Person goes into shop and picks up a shirt. Walks towards the door but thinks better of it - he replaces the shirt. Do we now give him 3 points and fine because he was a little bit of a burglar?
We are doing exactly this when we fine a person for going a small amount over the limit - even if they have driven safely for 40 years and have no points. A few seconds of over the limit before a correction and they get hit - bloody stupid if you ask me.
I will call you a big fat fibber, if you say you have never realised you don't know what the limit is. We have all been there. Many roads have a lack of repeaters, many of them 40mph limits on roads that look like NSL. What good fining someone for doing 50mph on such a road, if they otherwise have a clean licence and drive safely?
The real problem is poor observation and a lack of anticipation. You can slow them all down as much as you like, but it will do no good at all if we turn a blind eyse to MLOC, tailgating, and mobile phones when driving.
Catch them doing something DANGEROUS, then send them for more training.
