I would say that that means that the limit in question is wrongly set, if it is true that normally a speed higher than the limit is safe. I drive 25 - 30K a year and see a few instances where in my opinion the limit is too low or too high.
Is there? Another poster mentioned such schemes, I can't see how they would be applicable to motorways or high volume A roads.

I hold it as axiomatic that to drive safely at speed requires more skill and that speed limits are set as a guideline for the bulk of drivers, whose buttessment of their skill may exceed their actual skill. And for the record, I do not present myself as a particularly send driver and would not count myself as part of an elite who can drive safely at high speed.

Inherently dangerous, for an individual driver, at a particular time, probably no. But a free for all, I am sure would make roads more dangerous.
