Sorry, but there is no equal blame. One of them was hired to enforce the law, which includes pulling over stolen vehicles and apprehending car thieves. The kid, on the other hand, had no business being in the car. He stole the car. He wasn't hold enough to drive. He was caught. He should have pulled over. Instead, he decides to hightail it out of there because he figures he can get away with it.
Excessive use of force? WTF are you talking about? I have read you two accounts of the events. The underaged car thief saw the cops lights and took off. There is nothing in there about his ramming the stolen car, ramming the car your granddaughter was in, nothing about him pulling the kid out of the car and beating on him.
Yes. It is irrelevant, unless you are suggesting that this kid had had that much direct experience with the cops to know that about the cop and that he could tell from that distance this was the cop coming after him.
I would prefer that he be caught before that. I would prefer that car thieves learn that they aren't likely to get away so there is no use trying.

FWIW around here police chases are called off when the risk to the public is too great in relation to the seriousness of the crime. The way you described this, there was no chase. According to the way you described this, the kid was stopped or darned near stopped until he saw the cop with the lights on behind him. The "chase" started when the kid hit the gas, and it was over when he hit the car with your granddaughter.
You can repeat that all you want. It is still nonsense. There was no bullet, and there seems to have been no "chase". It was a kid in a stolen car who suddenly realized that he was about to get caught.
I am trying to figure out what it is that you think this cop did wrong. Sure, he may have been driving fast. He wasn't in an accident. He wasn't in a high speed pursuit. He came across a stolen car.
What if the cop wasn't even after him? What if it had been some other emergency the cop was responding to and this dumb thief panics and hits the gas in the stolen car?
