Driving recklessly is tailgating, blocking, everything where agression plays a role. I like drivng fast but I am not reckless in the least, on the contrary. Knowing that a lot of drivers out there are bad (you included) I pay attention for them, maneuver in a way that their stupidity and lack of skills does not lead to an accident and think ahead where you only have diesel fumes on your mind.
Slow drivers can be reckless and so can fast drivers. You, for instance, are reckless.
To the law people driving fast are just that, they are driving fast and if caught, get a speeding ticket. OTOH you can get a reckless driving ticket without even going the speed limit. Just try cutting off a cop or tailgating one.

Tailgating is reckless, so is blocking. Relying on your rights and causing an accident where an evasive maneuver would have avoided it is reckless.

You are among the most reckless drivers in this group, not because you drive slow, but because you drive without due diligence and do things that according to your own description you lack the skills to do. That is true reckless drivng.
Driving faster than conditions allow is reckless. But even if your tiny brain cannot grasp this simple fact, the sign at the side of the road does NOT tell you the apropriate speed for conditions.
In bad weather accidents speeding (i.e. driving faster than the posted limit) rarely plays a role. What does occur, and very frequently in bad drivers like you, is false reliance on the posted limits and subsequent accidents due to inapropriate speed.
I have seen many reports where a car was merging at a snails pace and got nailed from behind. They don't call it driving too slow, because that would cause heart attacks in people like you, but improper merging or failure to yield. But in reality it is improper speed for conditions (i.e. too slow for the given situation).
