Limits of car is important, but limist of human physiology are also important. If you are travelling at 100 mph, it is going to take you more space to react to something the same distance away, vs. if you were travelling at 50 mph. This is why following distanec is important, of course, but also a good reason why somebody shouldn't speed around residential roads (if they are going 50 mph vs. 35 mph, they will have less time to react).
Human physiology comes into the equation other ways. We could all theoretically drive around at 160 mph, and we could also have a higher resulting baneity rates and serious injuries in collision. It's simple physics, all things being equal, the faster you are going into a collision, the more likely you are to be seriously hurt or end (or kill-hurt somebody else, in the case of a head-on or side collision). But the government has decided that you, as the driver, don't have the right to make that decision. After all, driving at 100 mph in a 60 mph highway, you are not only putting yourself at risk, you are potentially endangering other drivers.
