The definition of an underground economy is that it is underground. As long as people are let in to work, there will be violators (both employee and employer). "Guest worker" is a meaningless term when people can still go down the street and get day laborers who hang out on the street corner waiting for under the table labor. And not everyone who works here has a license (depending upon the state). Those who do not will drive without them, just like they do no. So your solution is no solution at all. It is only a benefit to guest workers, not the host country.
The Hispanic people that are here, are citizens, and respect the laws of this country I have no problem with. My best friend, white as snow, married into a Mexican family. The wife's father came her legally, and her mother's side has been here many generations, even though her grandmother doesn't speak English. None of them have any sympathy for Azatlan. But then they are Americans.
But yeah, if Hispanic people as a whole more often tend to disrespect the culture of a country that is not theirs, have a false sense of pride borne by feelings of inadequecy because they are from a particular Hispanic country (never come across an Argentinian with the same disrespectful, provincial atbreastudes, for instance), then yeah, I and a lot of other people have a problem with them.
My friend just had a problem with one of his yard workers, who said that the company didn't want to give him a raise because he was Mexican. Uh, no, they didn't want to give him a raise because he was an idiot. The guy whose job they asked him to take over was a Mexican, and they paid him more because he was reliable. He had to do what he was doing for a little while and then they gave him a raise, which is what usually happens to normal people. You work, prove yourself, take on more responsibility, and thus get more money and move up. If you want to pull the race card when there really isn't discrimination, then hell, you live with the consequences.
