You say there is 20-30 degrees difference between left and right lock, when the car would be travelling in a straight line. You then say that if the s-wheel is in the right position, (ignoring the road wheels) there is the same difference between locks. I don't quite follow what you mean. If it has 20-30 degrees less lock clockwise than anti-clockwise, that would suggest that if the s-wheel were rotated by 10-15 degrees anti-clockwise on the column, it would be centralised in relationship to the rack. IOW the lock would be equal both ways, but the s-wheel would still need a 10-15 degrees turn clockwise for the car to travel in a straight line. All of that appears to point towards the possibility, that the r-h track rod is longer than the l-h track rod, which is giving a 10-15 degree error in the straight ahead position, with an additional 10-15 degree error of the s-wheel itself on the column.
That can be difficult even if you know what you are talking about. So many 'motor mechanics' and I use the term loosely, find it impossible to admit that a member of the public might know more than they do. I came out of the services as a fully qualified vehicle mechanic, but chose to make a living as a precision engineer and toolmaker. The service experience is handy though, when it comes to fixing my own vehicles. Or knowing when a 'vehicle mechanic' or garage is trying to con me. Mike.
