"Free" parking is provided for a restaurant and people park there and eat in the restaurant down the block. I'd call that abuse.

People eating at the restaurant that sponsored the "free" parking are subsidizing the people that eat at the restaurant that does not sponsor parking. Hence parking vouchers become popular ways to make sure all restaurant patrons contribute equally. Some might even go so far as to call the hidden cost of parking in the price of the meal as a tax. Parking appears to be "free". Actually, parking is included in the cost of the meal. For the restaurant owner, what he pays to the parking lot is a tax deductible cost of doing business (in some places).

If "free" parking is provided at a Doctor's Clinic near the parking lot for METRO or some other mbutt transit, there may be that unscrupulous person that parks in the "free" space to avoid METRO parking fees.

If "free" parking includes a restriction, such as no parking on Tuesday morning to allow for street sweeping, and someone parks on Tuesday morning anyway, the place doesn't get swept and users have to pay the price of living with a dirty lot.

If "free" street parking is available in a neighborhood, people can abuse the privelege by parking on the grbutt, blocking driveways, blocking the way for emergency vehicles.

Unless you live in West Overshoe, WI or Wyoming, you have probably seen "No Parking" signs on a space that looks temptingly like "free" parking. Or painted curbs with terms of use for "free" parking. No unattended vehicles, drop off and pick up, delivery only and the like.
