Thanks for the GW Parkway reminder about where I USED to live. We also had the Beltway, I-270, I-95 and its siblings. Plus Dulles Access, National access owned and operated by FAA, the list goes on. Each with its own set of rules and its own peculiar funding. As I remember, the Parkway had its own police force, and its own dedicated cash flow from Federal Appropriations not buttociated with fuel taxes. That may no longer be true.

Where I live now, the nearest federal roads are I-80 and I-5. I would have to drive through two counties to get to those Interstates. But stuff that comes to Yuba comes on those roads. Crops shipped from Yuba goes out on those roads.

The County where I live is the county with the second least number of State road miles. San Francisco has the fewest State miles, Yuba has the next fewest. CA-20, CA-65, CA-70. And not even the full stretch of those roads are state.

In some states, like North Carolina, almost all the roads are state.

Roads that truckers use to bring goods that ends up in the county where I live travels on Interstates and state roads.

The point I'm trying to make is that each road has its own set of financing rules. One size does not fit all. The proposal for some jurisdiction to charge by the mile is fine with me. People in cities would think they were getting a good deal because they don't travel on the roads for very long stretches. But they forget about the trucks that bring them goods and services. By the mile charges would level the compebreastive playing field for access to scarce road money.

On a related note are insurance premiums based on miles driven. Insurance companies could verify that the insured is indeed travelling the number of miles claimed. Insurance is cheaper for fewer miles driven. Insurance companies could also adust their premiums for cars driven in more dangerous locations.

At one time there was a pay at the pump no fault insurance proposal. Some minimum amount of insurance would be paid for at the gas pump. Liability and health. No collision or comprehensive. If a motorists wanted to insure for theft, increased property loss, car rental and the like, he would still have to buy that from a private insurer. Instead we still have the "no fault" riders and lack of enforcement of insurance liability.
